I was having same issue. Turn your resolution to Full Screen Windowed. It removes the overlay.

There are data stats showing up during cutscenes and character creation. Don't have any mods running, nothing in command lines, and it's the only game that has this issue. As far as I'm aware of it's new though I just made a new character today since I don't how long. I looked on the internet and found only two other people have the same issue and their post was from the beginning of March.
