This was it! Trend Micro was the Culprit! Disabling and adding exceptions to the folders was the fix. You guys rock! -
I see that there was a crash fix patch but this has not fixed my issue with the Gw2-64.exe not launching the game since the noon patch. So it seems that some issues are still broken.

Updated with patch now game crashes at launch. Can confirm windowed fullscreen. No dx11 or 30 characters. Never got to login or character select. Tried all of the fixes out there. Can't even get a full reinstall to work. Wont launch the .exe file now.
