Try to find that file. Maybe there is somewhere else too under the documents folder?

I deleted only the game folder. Downloaded the installer, installed, deleted the local.dat, login, run - and now works. That cursed DX11 radio button is empty, thanks to Buddha!

In your documents folder, not the game folder.

DEL your LOCAL.DAT file from documents. It repair. Deleting this file will cause the following game settings to be lost or restored to defaults: Language, graphics and sound settings

Still bugged. -
Same. Reported as bug, 11/12, Caledon doesnt count +1, one of rift in Metrica still bugged to me, did them around 10 times.
