You can only get it on your first completion of the week, so if you have already completed the strike this week you cannot drop it and have to wait for the weekly reset.

That's because the stone form is technically just an infusion aura applied to NPCs, and afaik there is one setting in Options that makes auras bugged on interaction and shows the npcs or players without it. I have seen it multiple times myself.

Yeah, while the Celtic naming convention happens a lot, it is absolutely not a requirement and definitely not a pure lore thing. Just have a look at the sylvari npcs, and you will find plenty of those that do not fit it.
