Yes, none of the achievements for Chapter 3: Balance are included in "Stretch Goals". It remains at maximum of 39, and does not list any of the new Champions achievements in its list. -
The new Champions achievements for chapter 3: Balance [story, DRM, etc] are not being counted into the overall Episode Achievement "Stretch Goals"
