I don't want to belabor the point here, but yes, you are wrong. The legendary armory is a recent addition. People that crafted legendaries before it existed could very well be unaware of the new system. Knowing the process for crafting legendaries years ago has nothing to do with this. The OP came and asked a legitimate question and it was answered with links to educate them on how this now works. End of story. Clear enough?

Or, just maybe it's someone that hasn't played for a long time and was not around when the armory went live.

At what point did Danikat say that it could? The response was to the original suggestion to create an in game journal. If such a journal were added and was visible to other players, then moderation would be required.

Unearned mastery points will show up gray on the map. Completed mastery points will be colored (Green for HOT, Red for PoF, Blue for IBS) You can also hover over them.
