How do you travel to the Eye of the North?

i have a "hall of monuments portal stone" that takes me there, but it's an instance, not the open world version of the map. is that intentional? -
To everyone complaining about this destroying communities: what is a server but the guilds and people on it? why does it matter if it's a "server" or an "alliance?" if community is so important, make an alliance with everyone who matters to you and stay together in the new system.
