It has been stuck at this for days. The event keep track of "High Sage's stampeding centaur remaining: 0" and unable to progress. There is a mastery point associated with this event and this is preventing people from getting it.

After the update on 12/3/2019, many skills in Rampage are nerf to 0.01 coefficient. However, that made some skills (in rampage mode) do just a flat single or double digit damage ( I saw 9 damage on my screen when test it out in pvp wait lobby). Rampage was warrior's only good elite skill for pvp and this update really did the math wrong to balance it unless this was intended?
