It's because the commander is the protagonist of this story and story was specifically made for the commander and his/her miraculous adventures.

The devs can always create the new maps that have debuffs like "weather is too strong, griffon can't fly like this" or something. That way, griffons can only be used in the existing maps now.

Actually, I don't think the boss here is that hard comparing to the Head of the Snake final boss, I actually died so many times there that my character is completely naked. While I only died 4-5 times on this boss.

Not trying to brag or anything, I actually did it on my 3rd try. Just try to remember all the ingredient's location and when throwing, you should always wait for him to settle down for a sure hit.
