Setting to lower the shininess of the game?

Those do cause a lot of bright effects, but don't make everything "super shiny" all the time, as (a) post-processing filters vary between maps and (b) You don't constantly have effects triggering around you.

My assumption is that the OP's monitor is generally set to a level of brightness that is way too high, perhaps in combination with too much constrast and other settings their monitor might offer.
