Armor skin bug? Dry Bones set

Hello, all. I picked up the Dry Bones armor skins for my necromancer and had a heck of a time trying to figure out why I was unable to dye the mantle. Then I realized I could not even see the mantle because the hood overlays it entirely with a slightly different version of the same style.

Once I removed the hood, I also noticed the mantle, while it has 3 color channels, only seems to use 2 of them.

Here is the mantle:

One of the channels is brightly colored to show it has no effect (maybe I am missing it, but that is a difficult color to miss, even for my bad eyes).

The mantle is still equipped. I changed all of its dye channels to the bright color to show it is entirely covered.

It is like the mantle was not finished, then got redesigned, then merged with the hood instead of remaining its own thing. Is this the intended look? As a set it does not seem to make much sense. Sure, the mantle can be used on its own with a different skin for the head piece, but that would have also been the case had the Dry Bones hood and mantle been separate. And as it stands, you can't use the head skin for Dry Bones without a mantle.

Oh well. Still feels like a bug. Makes no sense to me that one piece of a set completely covers another piece of the same set with pretty much the same look. 

What other items are like this? I'm not sure I have noticed any.

6? This has been the case since launch. I've used that set on my necro at launch for a loong time.

There's several pieces that override the shoulder armour. Like the Bear Shaman armour from Icebrood saga, the CoF light armor legs are overridden by the chest piece with the exact same look, etc.
