As the forum section suggests it's a world restructuring beta test.

Until Friday players are sorted into teams based on the guild they selected last week, or any team with space if they didn't select one. This is the first step of the planned Alliance update. The final version will have a lot more steps - guilds and individuals will be able to forms alliances who will always be grouped together for WvW and they'll be part of a larger team which will include other alliances, guilds and individuals. But since the last test failed quite spectacularly they're just using the very first steps this time to see what's working and what isn't and then will build up to the final system.
