Gem Store with different promos for different accounts

Not sure if this have previously been covered.

Is it normal for different accounts to have different promos?

 

One of my accounts has a discounted Build Storage Expansion and the other doesn't

Build storage is a special case as they offered it once (one) for free. If you never took advantage of that promo then you get once  half off.

There are some offers which aren't available to everyone, but mostly that's because it's things you can't use. For example an account without PoF can't buy mount skins and an account without HoT can't buy gliders, so those are locked in the gem store. Also if you've bought the maximum of some gem store items they're removed from the store entirely (like the Living World season packs).

There's also some promotions which free accounts don't get, like the one recently where they gave away a wardrobe unlock. I'm not sure what the logic is there (they can't gift it because gifting is disabled on free accounts, so no concern about someone making dozens of throw-away accounts to farm them for their main account), but I assume it makes sense to someone at Anet.
