Burst Precision (+100% on Burst) and Unsuspecting Foe( +50% versus CC'd targets) comes to mind as well.

I was thinking about having literally 100% crit chance from first second of fight, to it's end, so your every hit is critical, just like I have on my Deadeye. Situational traits like "only against CCd enemies" or "on specific skill" isn't really helping all the time.

Warrior can CC lock opponents that run out of stunbreaks though. UF along with fury and base crit is 75% crit rate on it's own with the rest covered by the precision on the stat set, so for when it matters it's a 100% crit rate.

If said warrior has discipline then they can do back to back bursts pretty easy, 4 if they are a spellbreaker.

Besides wouldn't having 100% crit rate because of any of these also be considered situational?  "+25% with resolution and 10% against burning enemies), revenants (+40% with traited fury), thieves (Keen Observer +10%, Twin Fangs +7%), rangers (+30% with traited fury, +10% with Hunter's Tactics)"

Relying on a boon, health threshold, or condtion on an enemy is just as situational as them being CCd.

I would have liked to see something like...

Condi Dmg / concentration major - vitality/ toughness minor...   for condi specs that get duration from traits/runes.  Imbalanced?  Maybe.  Who knows.

Power / toughness major - precision / ferocity minor would be fun too, obviously not for group pve.  I feel like we have too many vitality focused sets...
