The best way to influence support builds is to make outgoing healing a stat.

Then modify base heals and heal power scalings to make builds need it (or not need it) to be effective, so supports have to meaningfully choose between healing power, concentration, outgoing healing, and survivability (toughness/vit)

Buff to Celestial stats when it is invariably included with no modifications.
Allows more flexibility when buffing or nerfing green number generating skills.
People like having more options.
Can use this as an excuse to revisit some rarely used stat sets and runes.


People will whine on the forums about tanky builds being OP despite this stat doing nothing to make supports tankier.
Anet will forget frostbow has a heal on its auto attack and it will be OP for its healing prowess unti... who am I kidding elementalists suck.

I can see there are a lot of questions and misunderstandings based on peoples reactions. I am ready to explain my thought process further for anyone who has qualms about this idea that has the potential to be the best thing since stab got changed into a stacking buff.

See. Here is an example of somehow who misunderstood the ingenuity of the idea and ended up doing exactly what I said would happen in my Cons list.

I would also have to disagree. Anyone who can figure out how to make celestial gear has passed at least 75% of the 'How to play the game' benchmarks. But that is a different discussion.
