That's ANet's compensation for the removal of the former regeneration and the mobility nerf. And like usual they f***ed it up. That said: fought some of these glass canons already and they are all freekills if you spend 5 minutes to make yourself familiar with the harbinger skillset. Harbinger has to be a high Damage specc as it trades it quite litterally 99% of its sustain, but thats too high. But defense its pretty meh, knowing anet will be unusable after they reduce the damage, they don't have hald measures, they will overnerf for sure... whatever then.
