Willbender: Absolute Resolve should increase duration of Phoenix Protocol alacrity & regen

Currently when traiting Phoenix Protocol the improved healing from absolute resolve is removed.

"Absolute Resolve: Virtue skill 2's passive effect is stronger."

This trait does not improve the proc effect, which goes against both the trait description and the general design of the game. 

The boons gained from Phoenix procs should gain 25% boon duration when traited with absolute.
