Does Harbinger Shroud apply the 50% damage reduction?

When an harbinger goes in shroud, it gets 50% damage reduction on health same as core necro and reaper?

 

It happens so many times in many matches the enemy harbinger is like 15% 20% health, he uses shroud, I am bursting him for and he doesn't die, but his health moves so slowly.

 

In theory it shouldn't apply the damage reduction, it even says leaving you vulnerable to attacks. 

 

Don't know if anyone else noticed or have confirmation of this.
