Echovald Spire Backpack bugged?

I have been doing the Echovald Wilds Junkyard meta every day for about 3 weeks trying to get this backpack to drop to get the Greater Heights achievement but no luck at all. Is this bugged or just pure bad RNG? I feel it should be able to be purchased from a Vendor without needing it to drop from the boss, really sucks that is pure RNG on a once per day drop.

I'd like to know also. Up to 16 attempts here, I know people who got it on their first kill, which makes me wonder if it is indeed bugged.

It drops from the Bounty of Echovald, as far as I know, I got mine from the Seitung's Monastery Vault (Weekly).

Also I feel ya but with "Frostsaw" in DragonStorm...

Did we ever get an idea on this or is the drop rate just one of those "anet infusion-level" drop rates?
