Unfinished areas in GW2 tend to look a lot more distinctly unfinished, they're full of stretched and clipping textures, places where the visible surfaces don't like up to the collision and usually don't have any NPCs. Areas like this one are almost certainly deliberate. (And yes, this specific one is for a hidden achievement.)
