Also, unless they introduced the new race as an entirely new level 80-only starting area (more likely), they would need to redesign/retcon the entire storyline up to this point, as neither Tengu/Largos/any of the other major races participated in it in any significant fashion.

This one is possibly the easiest and cheapest issue to deal with.

Arenanet could easily just put in a message at the start of story missions, that tells you it's part of the story before the Tengu/Largos/Skritt/Ogre/Koda/even-less-significant-race joined Dragon's Watch.  Arenanet did something similar in GW1, when you played the earlier missions of a campaign with a character that started in a different campaign (for example, when playing an Assassin or Dervish in Ascalon missions in Prophecies).

The biggest problem here would be that Arenanet would have to make a proxy character for the commander, because the new races can't possibly be the commander, for obvious reasons. This proxy would give the commander a race, gender and profession that could arguably be considered canon for the commander.

All they'd have to do is give all the points and required stats and avoid the trahearne pact parts for new races.. I'd be all for that to be honest i hated the pact parts of our stories.. New races could have an intro then get put straight into tyria I honestly am not bothered.
