Fishing and Volunteer's Blessing

Fishing mastery allows player to gain fishing stacks (fishing party catches) that increase fishing power. Which is nice and helps getting rare fish or in some maps make it bit easier to fish (urgh Orr maps). The problem is, that often maps close and thus the stacks are lost. Unless player managed to "copy" it from someone (which is not always possible, especially when everyone is booted from map or map is just not popular for fishing, again see Orr) it takes again nearly an hour to get 99 stacks again which is kind of punishing for no good reason.

 

Suggestion: volunteer's blessing (10 min buff player gets for switching to more populated map) should also increase fishing power to make up for lost fishing stacks.
