This turns into profit for Arenanet and other people can buy those gems with their own gold. While I agree that boosting should not exist, or at least not be allowed to be advertised publicly, I can see why Arenanet's monetary reasoning to let it flourish. And allowing AFK farming incentivizes doing it with multiple accounts which also need to be purchased.
