There are actually meta builds for dps guardian in WvW:https://gw2mists.com/builds/guardian/power-guardian Even though this is mainly owed to guardians spammable longrange ground target AoEs on staff (2, 3, 5, Sword of Justice) in addition to its decent group support (Stand Your Ground, Indomitable Courage, Empower Allies) and self-sustain (Shelter, Renewed Focus), it shows that the damage can't be too shabby and it is most certainly usable in open world as well. On all other classes except for elementalist, Staff is more of a support weapon as well, usable in solo play but not super efficient so you might as well go with guardian in that case. For elementalist itself, staff certainly does work but can easily feel lackluster compared to other weaponsets due to the lack of weaponswap and the relatively clunky playstyle. Mesmer is okay with staff too, especially in easy open world content, simply because enemies will go for clones really often, making story content really comfy to play on it but the weapon shines more with its evasiveness and the easy of staying at range rather than impressive damage. And honestly, pairing double phantasm weapons with the Illusions traitline is just really awesome to have Quickness and supergood Might all the time. Its also a decent secondary range weapon for power guards for messing around in ow or for some wvw buildd. Not the best dmg but nice range and utility. Oh that's certainly an idea then, I'd definitely weapon swap sometimes as well - and a scepter/focus would be great because of the wayward wand from HoM and the new tea kettle would look lovely on a rit-themed character.
