Damage type weapons?

Is the damage type weapon depends on the weapon itself or the skin?

 

Like Ironsight rifle can electrocute enemy (in cosmetic animation) upon their death. Does it work if apply as skin to Ascended Rifle or does it only work from Ironsight weapon itself?

Skins i believe are just skins, they change the visual look etc but the damage is only on the original weapon, skins do not change that.

Damage Type is purely cosmetic and determined by the skin, changing a weapon's skin will overwrite and apply that skins damage type.
