Why isn't there a gift of battle PvP reward track?

Legendaries are supposed to require more than one game mode, and that is fine. But why are devs forcing us to their sorry-state wvw rather than instanced PvP? This game mode notoriously suffers from lack of players, and rewards are far from perfect. Adding GoB to PvP could make it a much more popular choice to spend your gw2 time in.

Besides that point, PvP (despite its... questionable, balance) offers a much more fair experience than wvw can even dream of;

-Your gear is standardized. No need for second set, ascendeds, whatever. Just pick a build and here you go.

-You are never outnumbered, the matchmaking guarantees a 5v5 experience, with the only difference being the skill level of participating players.

-There are no warclaws in PvP. Enough said.

-Team tactics actually matter. WvW is just a human wave doctrine simulator, for the most part.

-PvP experience is much more concentrated. You never have to wait for zerg, or run through half of a large map to find a fight.

TLDR; There are literally ZERO valid reasons for why WvW gets to be the second required gamemode, rather than PvP.

In my experience; there's usually more battling in PvP overall, both verbally and violently. Gift of Battle reward track would fit perfectly

I think adding a GoB reward track to sPvP would be a neat idea.

This is not true at all. There are multiple behaviours of match manipulating that makes your team effectively outnumbered:

People simply log out.

People can safely afk in the spawn or run into a wall somewhere else.

People can simply run up to enemies and feed them points.

People can use pulls to pull enemies onto the points your team is trying to capture.

And the single most disgusting behaviour: There even are people who stealth their own team to prevent the capture of points. I once had two of these on my team.
