Revenant Energy bar sat at 49 out of combat.

As the title describes, the Revenant Energy bar seems to be capping at 49 energy out of combat since the August 2nd patch. Happens after a short amount of time playing, mostly observed in WvW, happens on all specialization (admittedly, I didn't try core) and Legends once it is present.

I'm not able to tell if it's a cosmetic glitch or if it's truly 49 energy instead of 50, but I can imagine this can affect some extremely tight openers.

How've you confirmed that? I've not been able to find out information of what energy value I'm on outside of the UI.

It's not just the text that's bugged, the bar goes past the middle, displaying 51% while the text is 49%. You can use a 50 energy skill while it says 49%, but if you use an upkeep skill, it does look like you end up losing that 1%.
