Sunqua Peak Fractal: DX11 render issue, plus Singularity bugged

First off, the Mistlock Singularity still bugs out on occasion, forcing the whole team to /gg.

Even more annoying, the flames on top of the bolders that are going to break do not render under DX11, so you have to check the ground for orange circles in order to distinguish those bolders from the safe ones behind which you can hide.

Please fix these issues.

I have noticed that this is not a perpetual issue but occurs only every now and then. There are other occasional occurrences of effects not rendering correctly under DX11 - rare, but noticeable.
