The Black Lion Weapon Voucher (note: this is different to a black lion claim ticket) was available from the 16th - 23rd August. The voucher itself wasn't labelled as discounted, but 1 voucher cost 540 gems which is 10% less than buying the weapons directly, and it's cheaper if you buy more than one at a time.
