Glyph of Stars full cooldown on interrupt

So glyph of the stars got changed to a 1 second cast time instead of a 7 second channel, and certainly some of the biggest utility of this is not having an interrupt throw the skill on full cooldown as would frequently happen. However, it seems that this skill still goes on full cooldown if interrupted or cancelled within that 1 second cast time, unlike every other skill in the game which goes on the 3-4 second interrupt cooldown. Was this intentional? If so it reduces the utility of this skill below where it was before, since now if you get interrupted in the first second of casting you don't even get 1/7th of the healing tics at least, but rather 0 as the field will not spawn.

The game set any skill in full cooldown if you are interrupted or cancel the skill. This is how it's been on Ranger from the beginings of the time. 

Do you want a fun fact? I will share it anyway: If you are not directly facing the target while using Longbow Skill#3 goes into full cooldown and you get nothing in return. No message "no path to target" like in other classes. So yeah there is that too.
