Anet have already spent the resources to make it and made a way for you to aquire it with at most 4 mouse clicks on a homepage.

While trying to search for the NPC that converts boosters (since the battle for LA bags sometimes have stuff like "speed booster" that can be converted into another one at the BL NPCs near the bank in LA) ... I found one NPC (I think the one with the golden coins vendor icon) ... that had a tab for this satchel.

Don't know ... maybe this will turn it into a permanent account bound thing and the ones they handed out were not supposed to be soulbound on equip? Or  you need to use the NPC every time. I have not further inspected this since I equipped the satchel on my main where it is mean to stay permanently. (Unless I start to upgrade everythign to bigger than 24 which won't happen in the near future.)

Edit: Google ... found something about from Reddit recently. So I guess this was changed with the recent patch though I did not see it in the patch notes. (Checking them later again.)

I just realized I never received this, though I've gotten the newsletter for years.  Assuming it does show up in my mail some time, do I get a chance to decide which character will get it or is it going to be whoever I happen to log in on and check mail on?

I was also already subbed for newsletters.  I had to go into my account settings from the main site and uncheck, save, recheck, save.  I got my bag shortly after.

as a new player, it was not at all clear that this would only be sent to 1 character. I accepted mine on the first one i started, which I ended up scrapping after the fact, losing the bag.

Send in a support ticket if they can verify it was on the character you deleted they should send you another one.
