Ley-Line Mercuric Compound for HOPE III

I've done quite a lot of Champio Chaks Lobber events in Tangle Depts in the last few days, but the Item Ley-Line Mercuric Compound for HOPE III ach. doen't seem to drop.

I know it's RNG based, but is it that rare or could it be just a bug?

Any other way except the 3 events in tangle dept every map cycle to get it?

The item description says veteran chak lobber and there should be plenty of those around outside of events. Although it seems all types of chak lobbers can drop the item.
