Areas like that where players drop merchants and things like SAB boxes. In many cases you can't simply mouse over it due to the "click-area" of the particular merchant. If they are placed in certain positions you are blocked from access to the Chest. It's like the chest isn't there. you can't side step or click in any area to access the chest. As for the novelties: there is a limit of how many can be dropped in an area.
