Yes, they absolutely do work with the Mech F1-4 skills, and the Tools line makes them quite potent to use since you can cleanse yourself, keep yourself stacked with dodge stamina, as well as pop them off that much quicker, too. For some reason I read "mech command" and thought you meant the F4 drop down skill which doesn't work. The F1-3 mech command skills do work with the tools trait line with the exception of the cool down reduction part of mechanized deployment in PvP and WvW, that trait only works in PvE.
