This will reduce the amount of players on the screen, but you will still see the name plates. I wouldn't pick lowest, because it reduces NPC models too much as well. Also, make sure there is a check mark in the box called Effect LOD. This will reduce the player ability effects. The next biggest CPU hog is Shadows. I have mine on High. You won't notice a difference while playing. The rest of the settings you can leave at the highest on a new computer because they won't affect much. Unfortunately this is a limitation of the game engine, which is very old at this point. The reason your GPU usage and clock speed are dropping is because the game is so heavily CPU bound on character models, your GPU has nothing to do. The GPU running at maximum power won't help since it is waiting on the CPU.
