If so thats busted. Right, Thief doesn't have cooldowns on their weapon skills so Chill doesn't have anything to slow down there. That said the other half of Chill still works perfectly fine vs a Thief. Perhaps Initiative should have reduced regeneration rate while Chill is applied. If so thats busted. Seeing this I believe you'd be surprised by how many skills are impacted by chill on thief. You already forget about F1, quite a few bundle on F2, the Shadow shroud's skills and, technically, stealth attacks. Also, it's not "1, 2, 3, 4, 5" it's "2, 3, 4, 5", the skill 1 is affected in the same way than any other skill 1 in the game. And, just to point out, there are other skills in the game without CD and that aren't impacted by chill: Mallyx's Banish enchantment/pain absorption, Jalis' vengeful hammer, Shiro's riposting shadow/impossible odds. It turns off their endurance generation if they dodge while taking unhindered combatant.
