should sPvP have a unique boon system?

I ask because the current boons are as strong in pve as they are in pvp, and because of that, we have boons that are designed to take down enemies with hundreds of thousands if not millions of health and transferring that into an environment where 20k is a decent amount.

The only have to reduce most of the passive boons on traits an use an already existent tool: concentration. Everybody is running around with 3/5 to 10s of passive boon with 0 concentration investment. Condi are somewhat depedend on expertise to be effective, so should boons with concentration.

This one of the reasons why war sucks. Everybody and their mother are running around with close to perma swiftness.
