Yes, but that includes you (since you're always in your squad or party). It also only works within the other limitations, mainly the effect radius. If someone uses a skill which heals 5 allies when they're standing near 4 of their party members and 1 random additional player it will heal them and their 4 party members and not the random. But if one of their party members was outside the range of the skill it would heal the player, the 3 party members inside the radius and the random and exclude the party member who is too far away.
