Steam version is lacking

The Ultimate Edition with the discounted gems has always been ArenaNet exclusive, even outside of Steam. None of the official GW2 retailers carry it.

You may be confused about what a Deluxe Upgrade provides.  It adds the extra items to your account; it doesn't include the expansion.

Upgrade your Guild Wars 2: Secrets of the Obscure edition to Digital Deluxe and receive the following in-game items:

Items will be delivered next time you log in.

Clearing up potential confusion:

It still doesn't change the fact that buying SotO Standard Edition SKU (24.99 €) plus the gem store upgrade to the Deluxe Edition (2400 gems = 30 €) is 5 Euro more expensive than buying the SotO Deluxe Edition SKU (49.99 €). It' the same pricing for ANet's own shop and the official retailers like Amazon.

It's somewhat understandable that folks are a bit annoyed by the fact that Steam doesn't offer the SotO Deluxe Edition SKU. The difference in processing costs & store fees might be a factor, but unless you have an ANet source for that, your guess is as good as mine when it comes to the reasons why Steam doesn't carry a SotO Deluxe SKU.

Keep in mind that Amazon doesn't sell software keys for free for ANet either. IIRC, retailers typically take a 10% - 15% fee for software keys, although Amazon might offer better conditions for larger businesses like ANet/NC Soft.
