DX11 Text has a Black Border that wasn't present in DX9

Ever since the forced change to DX11 I've noticed that the text is now harder to read.  
There seems to be a black outline around the text that wasn't visible in DX9.
There doesn't seem to be a way to disable the black border of the text.

Here is the original DX9.
Zoom in and notice there is a black text border but it is very thin.

Now compare that to DX11.
Zoom in and see the border is much thicker.  This makes the text harder to read.

My suggestion would be to look at the value of the text border property which relates to thickness and make dx11 match dx9's value.
It will clean up the excessive border.
