Theres evolution in new events

i know some players are still stuck in some events, but overall there is a big improvement.

buggy events in previous releases guessing here, it's 50% to 90% originated from NPC escort events that auto-initiate, and then, they get stuck for some reason.

- Now most escort need the player starting it.

- Also very few events with longer cooldows to restart, the majority is less 10~20 minutes.

- Theres no achievments(its seems) tied to fail event, a achievment that need defense of some bastion can be completed in retake event(that trigger some time after defense fail).
