From what I can tell you're looking in the wrong game. Sadie Salvitas is in Guild Wars 1, not Guild Wars 2.

Pink Day in LA is held in GW2 as well as GW1, but because the dye system is different in this game there's no need for a dedicated pink dye vendor.

(In GW1 dyes only drop in a small number of colours, and you have to combine 2-4 dyes to get different colours, for example if you want dark blue you need to mix blue and black dye. It's pretty versatile but tricky to use and can get expensive since dyes are single-use. If I remember correctly making pink used to require 2 white and 1 red dye, and white is one of the most expensive dyes.)
