Can't change quantity to 5 for gemstore gifting

Since black lion keys are on sale, I was going to buy 5 as a gift for my partner (who liked the copter glider). The quantity selector for a gift pops UPWARDS from the quantity. My partner's name/account starts with an A, so they appear at the top of all the possible filtering options for gift recipients. For the first and second person on the recipient list, the selector is hidden behind the other parts of the window, making it impossible to change the quantity to 5. I can choose to gift 1 just by checking their box and not interacting with the selector at all, or to gift 25 by clicking on it and letting it auto-select that quantity (the only one it will let you take if you click the selector for those positions), but I cannot ever choose to gift 5.
