Alliances (World Restructuring) Ever Happening?

Alliances - Guild Wars 2 Wiki (GW2W)

Is this still happening? Been playing since launch and even though I meet people from different servers, I can't WvW with them because we are on different servers. I can't justify paying to change servers ever so often. Latest update I see on the Wiki is Phase Two "TBD (early to mid-summer, 2023)", this is now past-due!

Please provide any additional information if possible.

Still no timeline though, unfortunate. They can push Expansion faster than updating existing content, but I guess money needs to be made.
