[QoL] siege crafting and removing some rng drops

Two suggestions for QoL improvements in WvW:

1) Crafting recipe to convert superior siege to guild siege: suggest 2x superior -> 1 guild

2) Have the following behave like a shop instead of being rng drops:
* Siege Blueprint Cases
* Superior Siege Blueprint Cases
* Improvement and Tactic Pack
* Tricks and Traps Capsule
* Canned Food Crate
* WvW Siege Decoration Case

This consumes the source item from the inventory (i.e. behaves like a material or currency).

A Skirmish Chest already has this functionality, and it feels like a waste to get rng drops when you only need one or two items (e.g. Dragon Banner tactic, or Alpha Siege Golem blueprint).

+1 from, we need a recipe for craft with Superior to make Guild siege. Checking yesterday base siege is actually more expensive now than Superior Siege. Not even new players should be deploying base siege just due to the lack of damage let alone the supply that is around.
