Darkrazor's Daring and Relic of the Midnight King.

Relic of the Midnight King claims to give Might and Fury on an internal cooldown (ICD) of 1sec. At the same time, the daze from Darkrazor's Daring (Revenant skill from Legendary Renegade Stance) applies every second. Then it stands to reason that with every tick of Darkrazor's Daring, the Relic of the Midnight King is supposed to proc.

However, this is not the case. Indeed, the Relic happens every other proc of Darkrazor's Daring, which is every two seconds. Is this the intended behaviour; does the Relic have an ICD of (1 + ε)sec with ε > 0?
