tool belt AND mecha skills

am I supposed to have both? because at time thats how its working for me, when I use f2, the second skill that is supposed to be tool belt without the mech is also activating, rn im using throw mine, I tested with elixirs too, and still do the same, I have 3 toolbelt skills, and the jade mech skills
