A friend has a problem with his account login

from what I know, his account is not blocked, but asks for an SMS code from two-factor authentication, but he does not have access to the phone number (he changed the operator, the old number was liquidated), and if I (we) understood everything correctly, he cannot contact support because he cannot access the account... a vicious circle, which is why I am writing here. I, in turn, also tried to contact support, but ran into a problem with browser certificates - it doesn’t allow me to follow the support link at all... so all we can do is try to write here, hoping for some help, he gave up game, but decided to try again, but this suddenness arose.

Oh then I understood it wrong, I thought it was only the common problem with the neverending circle on the page for the support tickets because of blocked scripts and not that the whole support site doesn't work for you.
