Bandwidth Issue ONLY when game is running

Ok I'm officially lost! My normal internet speed - tested regularly with speedtest.net is over 90 Mbps..

Game runs perfectly fine, and pc barely twitches with video on high settings even during the flashiest WvW threesome zerg fights. - No problem there!

BUT!!!!! OBS / Streaming slows down to an unusable halt!!!!!  And I notice other sites in browsers loading slower as well. Speedtest.net shows Download under 9Mbps and upload under 1Mbps!!!! WHAT?!?!? All meanwhile game is running perfectly fine in the background. Turn off game - back to 90s up and down. Turn on game - back gown in goes! Dafaq is wrong?! What do I do? I used to stream GW2 just fine about a year ago, even "multiboxing" hoping my accounts with Launchbuddy during stream and now ONE instance is killing speed in inexplicable ways. 

Help please!

MAIN PC - Win 10, 32 GB RAM, Intel(R) Core(TM) i7-9700K CPU @ 3.60GHz, NVIDIA GeForce RTX 2070, 1T SSD
spoke with isp - definitely not on their end  😞  ran hardware tests - all fine, tested different Ethernet cables - all fine 
Laptop runs game fine, no speedtest drops so definately not ISP
Tturned off vpn, firewall, win defender, melaware bytes - no effect

Might want to check that your gpu or cpu isn't dying.

As you are probably aware, your system has to do additional codec operations when streaming and that's why some used to use 2nd systems for the actually streaming part.

Erm ok .... I get that but why is that effecting bandwidth / speed-tests?  Even when not running OBS? Only running browser and game.

yes,, its been fine for ages and i used to stream fine with game at max res X 1080p stream in obs
spoke with ISP - not problem on their end
tested on laptop - all fine - so its something happening on my main PC
turned off firewall, melaware bytes, vpn, windowd defender, Legion services, everything - no effect

Dont think the game uses a lot of bandwith.

20% on average when game is running plus chrome with a bunch of tabs open
