I love the change to repose. Makes it a great alternative to contemplation of purity in spvp albeit with less condi cleanse but with a lower cd, with that said: why does repose need two opportunities for counterplay? Repose should be instant cast so that you can't be cc'd and prevented from using it. 

If there is concern about counterplay, it's already cooked into the skill: you can prevent repose by ccing during flash combo since you still need to finish the animation to get repose access (you don't need to land all the hits anymore thankfully). And flash combo is quite telegraphed. The payoff from repose really isn't that big for the skill to given two opportunities to get outplayed (it's just a 2k heal with 2 condition cleanse). 

Pretty please, Anet, on this good Sunday, be good to me and make Repose an instant cast skill. 🙏
